I say it's a badly deformed electric stapler.

A hand-held sewing machine. A Taser. I personally do not think it's a toaster, but obviously there are some silly peeps on board today.

Does it have adjustable settings, in any way?

Congratulations, Nebula - that's exactly what it is - when held over the strings, it opposes the magnetic pull of the pickup, causing the string(s) to vibrate- creating a violin or horn type effect...Very Good, Your turn...

NightLighter, you've hit the nail on the head! It's shaving cream oozing from a busted nozzle!
I watched in fascination as Mr Neb's can of shaving cream emptied itself, oozing in slow motion over the course of several hours one day. Since there was no way to stop it, I took a couple of pics, cropping and then rotating the one posted in this thread.
